Heroes affected with the Pyromaniac buff will deal additional damage to any 
burning target. The effect is easily seen by several swirling orbs around their allies. This effect is very deadly and efficient in dealing damage, even those with an elemental disadvantage against their enemies. Damage is multiplied in addition to any other passive multipliers.
The Pyromaniac buff is best used when enemies are already on fire, as it is a loss of an opportunity when they can not attack a burning target. In addition, a target that is no longer burning will not receive any additional damage from Pyromaniac. Furthermore, a team member dealing damage to their burning allies will deal additional damage.
Squinch is a hero that applies the Pyromaniac debuff. However, there are heroes and enemies that have the Pyromaniac passive, removing their need to cast the debuff. Ignus the Mad has this effect as a passive (Trait).
Pyromaniac from different sources stacks, and adds another damage multiplier. For example when 
Squinch buffs 
Ignus the Mad then Ignus has 1 Pyromanic buff and his Fire Power passive, dealing 1.5 x 1.5 x damage against enemies.
Heroes
The following heroes have or can inflict/apply Pyromaniac:
Fire Power (Trait): Immune to Fire damage, and self and Fire allies deal boosted damage to Burning targets.
Playing with Fire (Special Attack): Melee Fire attack on all enemies with a chance to Burn, and grants team Pyromania (1.5x damage against Burning targets).
Epic Heroes with Pyromaniac:
Armageddon Armor (Epic): Chance to do a Ranged Fire attack for 3x damage, Burn, and grant team Pyromania.
